Romanian Government Scholarship 2025-26 for International Students
Applications are now open for the Romanian Government Scholarship 2025-26, offered by the Ministry of Foreign Affairs of Romania. This fully funded scholarship is available to international students from non-European Union countries who wish to pursue Bachelor’s, Master’s, or PhD degrees. Students from all around the world have the opportunity to study in Romania tuition-free for the 2025/2026 academic session.
Additionally, students may consider applying for the Erasmus Mundus IMSOGLO Scholarship 2025 in Europe (Fully Funded).
Scholarship Benefits
This fully funded scholarship covers all major expenses, including:
- Registration Fee
- Full Tuition Fee
- Free Accommodation
- Monthly Stipend:
- €65 per month for undergraduate students
- €75 per month for master’s students
- €85 per month for PhD students
⚠ Note: The scholarship does not cover food, international travel, or local transportation.
Duration of the Scholarship
- Bachelor’s Degree: 3-6 years
- Master’s Degree: 1.5-2 years
- PhD Degree: 3-4 years

- Romanian Culture & Civilization
- Journalism & Political Sciences
- Engineering & Technical Studies
- Education & Social Sciences
- Oil & Gas, Agricultural Sciences, Veterinary Medicine
⚠ Note: Scholarships are not available for Medicine, Dentistry, or Pharmacy programs.
Language of Instruction
- For undergraduate and master’s programs, students must study in Romanian.
- Those who do not speak Romanian will receive one preparatory year to learn the language.
- Doctoral students can choose Romanian or another language as their medium of study.
Eligibility Criteria
- Applicants must be citizens of non-EU countries.
- Must not hold Romanian citizenship.
- Age limits:
- Undergraduate & Master’s programs: Maximum 35 years old
- PhD programs: Maximum 45 years old
Required Documents
Applicants must submit:
- Official letter from the Romanian embassy or diplomatic mission.
- MFA and MER application forms, correctly filled out.
- Legalized copies of diplomas and transcripts (translated into English, French, or Romanian).
- Birth certificate (certified translation).
- Passport copy (first three pages).
- Medical certificate confirming the applicant has no contagious diseases.
- Curriculum Vitae (CV).
- Two passport-sized photos.
Additional documents may be required for specific applicants, such as:
- Proof of name change (if applicable).
- Certificate of graduation for the most recent degree.
- Language proficiency certificate (if applicable).
- Parental consent (for underage applicants).
